Vintage Panasonic F-1205 Fan 12” Blue Blade

Vintage Panasonic F-1205 Fan 12” Blue Blade. Condition is "Used".
The overall condition is very good considering its age.  No cracks or chips in the plastic base body.  Cord is original and in good condition. Buttons all function as they should.  Blade is also in great shape.  All three speeds work as they should.  Fan oscillates normally and holds position by pulling up on the rod at the top of the fan.
Notable issues:
The fan has some white paint speckled on the blades and a little bit on the blue panel surrounding the butons (see photos).
Some minor scuffs on the fan base/lower body. Some paint scuffed at the edge of the blue panel surrounding the buttons.
The fan seems to have some sort of drag on it.  While testing prior to writing this description, I noticed the blade needed a slight push to get it going and seemed to stop faster than most fans when shut off.  The operating speed of the motor seemed slightly lower than other fans.  Hopefully this is a simple fix for someone well-versed in oscillating fans.  The fan is very quiet and does not have any signs of bearing wear (no noise while operating, no excessive play in the motor shaft).
